As 911 Liaison U.S. East for LEAPS.TV, it is a privilege for me to work with Public Safety to accomplish the impossible.  If you are an Administrator or Manager of some discipline from the Public Safety industry, understand completely when I say you are being asked daily to do more, better, faster for less.

If you are a PSAP Manager, I’ll bet you have a budget of $X,000,000 and that budget is 85% to 95% salary and fringe with little for annual operating budget.  You would probably tell me that if you were once fortunate enough to have a training-budget that was large enough to actually do something with, it has been whittled away each time you were told to make cuts in your budget.  Until, you now send one or two people to a class a year while the rest of the staff receives photocopies of handouts or even less.

We all know the value of good quality, consistent learning opportunities is increased professionalism, a higher level of staff performance, improved morale and more defendable position against liability.

We also know that training as we have known it can be a great expense.  Even if you have your own instructors, facility, and curriculum, the costs of scheduling, overtime, backfill and administration is more than most agencies can accommodate. 

With the exception of what is mandated such as NCIC or the required specific training for your agency software such as CAD, RMS, MOBILE, or JAIL; There are way too many Public Safety agencies that are just not able to do much.  Those agencies that have been able to have and keep a training budget going are continuously being pressured to cut back.
