Professional Experience

La Crosse County, WI                                                                                      March 1984- Present

La Crosse County is located on the west coast of Wisconsin along the Mississippi River with one Interstate Highway and three U.S. Highways passing through. La Crosse County is the social, economic and medical hub of South Western Wisconsin with 8 Law Enforcement agencies and 8 Fire Departments.  La Crosse County government is recognized for being efficient, innovative and cooperative and I have played a part in that.

 

Public Safety Communications (911) Manager                                       (Aug. 2009-present)

Ø  Supervise and lead 5 shift operations Supervisors and the 22 Dispatchers under them.

Ø  Liaison between PSC and the dozens of agencies we work with daily in the County

Ø  Review, update and develop the departments approximately 300 SOG’s

Ø  Respond to and advise staff regarding 300-400 Open Records requests per year

Ø  Advisor Administrator on technical and relational issues of the department

Ø  Co-facilitator of County Wide Narrow Banding project committee.  A two year project.

 

Emergency Services Technology Coordinator                                 ( Nov. 2003- Aug. 2009)

Ø  Point of contact for primary Public Safety software vendor

o   Resolve problems involving vendor products and services or other agencies

Ø  Manage new implementations such as Mobile Data in squads, data sharing with State

Ø  Provide new product training when advantageous to agencies

Ø  Develop and implement agreements with participating agencies

Ø  Find and introduce new automation concepts for consideration.

Ø  Represent the County on various state and local Public Safety committee’s

Ø  Supervised daily shift operations of 911 Center with over 300,000 calls per year

Ø  Coordinate real time activity with all 28 Public Safety agencies served

Ø  Primary liaison to CAD vendor

Ø  Implemented a robust CAD system which included geo-coding all the roads in the County with one other person.

Ø  Persisted 14yrs to introduce Mobile computing to local Law Enforcement agencies

Ø  Implemented FIRE Mobile for largest FIRE Department in County

Ø  President of Wisconsin Chapter of NENA

Ø  Co-Chair of APCO North-West Regional Conference (13 States)

Ø  Presented on topic of Cooperation at IACP NIEM conference

Ø  Involved in the development of legislation for wireless 911 funding for Wisconsin

Ø  Played a part in getting legislation passed to allow LE electronic access to Driver License photographs in Wisconsin.  Scheduled for implementation in January 2011.

Ø  Point person for first agency to join the Wisconsin Justice Information System (WIJIS)

Ø  I am part of a team that is providing low cost on-line learning opportunities for Public Safety agencies allowing them to receive certificates for documentation.

Ø  Chairperson of pastoral search committee

Ø  Have provided presentations at state, regional and national conferences as well as technical schools, in-service for local Law Enforcement, Citizen Police Academies and 911 centers in the Midwest.

Ø  Member of the Wisconsin Land Information Committee (WLIA) Core Planning Team tasked to develop a strategic plan for GIS in Wisconsin (2006)

Ø  Achieved designation of Emergency Number Professional (ENP) with 911 the professional organization NENA (National Emergency Number Association) of which there are only about One Thousand.

 

Education

I have a high school diploma and have attended classes at 3 colleges ranging from Accounting and Finance to Political Science and Industrial Psychology.  My education is continuous and includes everything from fields that interest me to learning what I need to know for the task at hand.

I am a perpetual learner interested in communication, how people think, subtle energy and personal improvement physically, mentally and spiritually.
