To Whom it May Concern:

During the 1990’s, the City and County of La Crosse, in anticipation of possible Y2K problems with respect to their Computer Aided Dispatch (CAD) and Records Management System (RMS), acquired software to replace the current system. That package was a product of the VisionAIR Corporation. The system was installed about 1998, but by the year 2000 it was experiencing significant problems.

We were asked to investigate the entire software, hardware and personnel aspects of the installation. Within a short period of time, we were able to inform them that there were serious problems with the vendor’s product, but that the personnel in both the City and County needed attention with respect to lack of cooperation, coordination and training at many levels.

One of the most significant parts of our analysis was to appoint a Technology Coordinator at the County level with sufficient authority to re-organize the operating environment, conduct City/County Personnel training and to negotiate improvements in the software program, of which there were many.

Al Blencoe, who was a 911 Dispatch Supervisor at the time, was selected to fill that position. Within a short period of time and after many meetings with municipal personnel and VisionAIR specialists and managers, the system was brought into workable condition. It continues to provide 911 Dispatchers and end users with timely, and accurate information.

It is a tribute to Mr. Blencoe’s tireless efforts, dedication and cooperative nature that this was brought about.

He has the skills necessary to inspire cooperation between vendor and client while providing problem-solving methods to keep the project running smoothly.

We would recommend him highly for any position that can utilize his unique talents.
